I think people being a bit more optimistic about the operating system would help increase Amiga activity overall which could help the boards. An end to the neverending legal issues would go a long way as well. Without an expanding BBS user base at some point the scene is just going to hit saturation. There are only so many people to go around and even less true users. Most (not all) Sysops are are mainly only active on their own boards, which doesn't leave too much activity to go around to motivate others to put time into their own systems.
