I think you are mixing up 2 things here.
The CHRS Kludge is indeed there to show which characterset you are using.
So you can convert them. (eg when I use german Umlauts ÄÖÜ then it can be
translated and shown correctly.)
This ONLY matters is you are using high "ASCII" chars. (characters with values
bigger then 127).
In English this should not really happen (much).

As how to configure it ... if your editor/BBS whatever does not know about that
 kludge, then you cannot configure/use it at all.

BUUUUUT I think the garbled mess is NOT that.
Usually it is some weired BBS crap like ANSI or line codes or crap like that.

So if you export pure english ASCII text, the CHRS kludge should not matter
much.
It is more important to NOT export BBS specific codes, but ONLY text.
