That was the exact issue we were having in my city. One group of friends or a family goes to a park, who cares? Agreed. A few people? No problem. Next thing you know the park is full of people and even if they're attempting to maintain appropriate distances, they're going to be using the same bathrooms, touching the same door knobs, gates, handrails, whatever. Even the hiking trails in my area got flooded with people because they all thought they'd be the only ones to come up with the idea to go out to a normally semi-secluded scenic overlook or waterfall or whatever.
