Here's the difference: In the OPEC crisis it was sellers engaging in
rationing, severally, to serve their customers. No one forced them to do it.
Force is the difference. Just like providing for the poor .. nobody minds
when someone does it voluntarily, but people get very annoyed when someone
shows up and tells them to give to the poor at the barrel of a gun.
