That's exactly what happens. We know this because it's happened before.
There's a great story in Exploding the Telephone about a prank certain phone
phreaks once conducted which I won't get into, but to understand the
punchline to that story required a detour into a discussion about a joke
Johnny Carson once made about a toilet paper shortage. It was just a joke,
obviously, but people believed it and went out and started clearing out the
shelves and inadvertantly caused an actual shortage, which Carson copped to
on a later show.
