It usually doesn't.  Idiots panic buying are what causes it.  I have a
hypothesis that, if you post on FB that something in your area is running
out, people will go out and clear the shelves.  At least, that is what has
been happening here.

I am afraid to test this theory too much, though, lest I pick something I
wind up needing over the next few weeks.  :O  :D
