Sorry for replying to an old thread, but I haven't seen anyone mention this
version...

If you really have to run Windows, check out either 10 or 11 IoT Enterprise
LTSC. It seems to have the least amount of "Windows bloat" and the most
amount of control. Then you can use random other mods to make it even
more-so, but just out of the box it seems friendliest to old-school Windows.
