I know this message is ancient, but I'm gonna reply anyway.

I think the Mystic bulletin system is sorta useless. If you want to show
bulletins, why not just use a regular menu? That way you can easily
accomplish lightbars.

I might be underestimating the bulletin system though. Does it remember if a
user already read certain bulletins & does it only offer them ones they
haven't read yet? That would be cool, and now that I think about it, I bet it
can be accomplished with the menu system. There is already some function in
place that lets you display certain ansis only once.
