Take a look at ANSIMRD.ANS. The prompts you tried are specifically for the 
text-style ansi message reading, in which the header and footer are actual 
strings. If you're using the ansi-style message reader, you have to edit the 
ansi, which includes the header and footer, along with a couple pipe codes to 
show where the message text will start and stop, long with an INS/OVR switch if 
you care to display that.
