Either way, Mystic's No, 1.10 was FTN. 1.11 was some bug fixes and ANSI messages. 1.12 is a whole lot of enhancements and refinements all over the place, a few bigger things like Python and the on-the-fly spell checking with word suggestions, IPV6, SSH, RLOGIN, hatching and other echomail improvements, etc. Of course bug fixes and whatever I broke along the way too and probably a bunch of crap I'm forgetting. I'd say that 1.12 is the first release that has solid echomail though as 1.10 was the first release with it and 1.11 was release very shortly after as more of a maintenance release.
