One of my first Fido experiences was in '90, when the person
responsible for bringing echomail into the region wanted the region to
pay for a cost-recovery project to offset phone charges (plausible)
and pay for a dedicated system and high-speed modem for him to use to
download the echomail (less so)

Back then there were hundreds of systems polling long-distance.

It ended up causing quite a kerfluffle, with lots of threats of
dropping echomail for the region.
