Exactly this. Its people who had successful careers in telecom and IT back in 
the 70's and 80's and now retired with nothing better to do. They came from 
positions of authority, so why not exert that authority on this technology 
that they are a part of. A good example is censoring echoes or trying to "ban"
users over perceived offensive messages.

The Russians do it for shits & giggles mostly, nothing overtly serious. They 
can't even route Netmail properly.
