Return: CF clear if successful
            AX = 0000h (BWPCTCP shim)
        CF set on error
            AX = error code (see INT 61"PC/TCP")
Note:   the descriptor will be closed and resources released.  If a stream
          descriptor, the protocol (FIN etc) is completed unless the
          non-blocking option has been set.
