Partial commits don't support add/delete/rename. The problem is with a 
partial commit you can't tell the difference. For example:


$ echo "File1" >> file1.txt
$ echo "File2" >> file2.txt
$ tla add file1.txt file2.txt
$ tla commit -s "Added file1 & 2."
$ tla mv file2.txt file3.txt
$ tla commit "moved file2.txt" -- file3.txt

With the "--" limit, tla doesn't check the whole tree for changes (this 
is an optimization for large trees where 'tla changes' takes a long 
time.). Because of that, if the above command worked, it would look like 
file3.txt was an add, not a move.
