As an aside, why isn't that last line:

$ tla build-config -r -d tla-1.4pre1 configs/gnu/tla1.4pre1.cfg

I use that otherwise tla says [This-release] in tla --version


Note, tla-1.4pre1 fails to run make test to completion

tla switch -h and tla switch -H seems to be the same except the output is
truncated when using -H.

Also, are you deprecating tla changes with tla-1.4?  Or will you instead
direct people who use 'tla changes --diffs' to 'tla diffs'.  And direct
those who use 'tla diff --no-diffs' to 'tla changes'?

branch is also a new command then.  Also you should note that '-S'
(setup) is now the default for both the tag and branch commands.

Is there any reason to display any of 'make-category', 'make-branch' or
'make-version' in the help output (or even to retain them as commands?).

There was some discussion on the devel mailing list about whether this
should be a phased introduction (i.e read new archives in 1.4, write old
by default; write new archives in 1.5).

But considering that anyone upgrading will also have to do an
archive-fixup, I think you should just make this change directly.

There was a similar change in 1.3 (inode signatures) which meant I had to
upgrade all my developers to 1.3 as soon as it was released and there was
a single user of tla-1.3

Also, fixing commit would be good. By that I mean:
	- not generate an empty log if $EDITOR is not set
	- not generate an empty log if import hasn't been done
	- not doing anything if signature generation fails
