I just spent several hours trying to figure out why my windows machine can
not ftp anywhere.  I tried the router, checking my ISP, checking different
ftp clients.  I did boots with all my system services and virus scanner
turned off.  I edited my windows firewall exception list...

I finally figured out the Windows XP SP 2 firewall is blocking all outgoing
connections to port 21, regardless of the destination.  Nothing is logged
it is just blocked.  Turning off the firewall solves the problem.
