I. STAFF DEVELOPMENT PANEL Staff development programmes of the University are co-ordinated by a Staff Development Panel which was formally established in 1991 under the Staff Affairs Committee. It is chaired by the Vice-President (Administration) & Secretary and serviced by the Personnel Office, with the following terms of reference: 1. To keep under review policy guidelines and procedures on all staff development programmes including paid and unpaid study leave, sabbatical leave, long and short-term programmes, and to recommend revisions, and amendments where appropriate to the Staff Affairs Committee for final approval; 2. To consider and approve applications for long term staff development programmes, paid/unpaid leave and sabbatical leave; 3. To allocate funds annually to Deans and Vice-Presidents for staff development programmes; 4. To prepare an overall staff development budget each year, and to submit an annual report to the Staff Affairs Committee covering all activities and expenditure; 5. To oversee in-house staff development programmes, including funding for these programmes; and 6. To consider any other issues related to staff development referred by the Staff Affairs Committee. .
