In a rare foray into international affairs, Jeffery -- a decorated Vietnam veteran who once commanded Australia's elite Special Air Service (SAS) regiment -- warned that under the current US strategy troops risk isolating themselves from the population they are there to help. "We got it right in Malaysia to defeat to communist terrorist insurgency; wrong in Vietnam and, according to some, partially wrong in Iraq," Jeffrey told army chiefs at a function Thursday night. Australia's official head of state said while there were profound differences between the Iraq conflict and its Southeast Asian predecessors, there were also similarities "which we ignore at our peril". Jeffery said the central lesson US forces in Iraq could learn from the Malayan Emergency from 1948 to 1960 was how to separate insurgents from the general population, their potential support base. He said the local intelligence vital for fighting insurgents would only flow if the population had a sense of security and believed their lives would improve if they stopped the militants. Jeffrey said the current coalition strategy of "force protection" was risk averse, citing military analysts who believe the army must live among the local population and share their risks, with highly-trained troops embedded in Iraqi units. "There is no clean, risk-free way to conduct effective counter-insurgency," he said. "If we permit our approach to force protection to isolate us from the very people we say we are there to help, then we give a not-so-good impression." He said effective counter-insurgency took years, rather than months, as well as extraordinary junior leadership in the army. While governors-general traditionally steer clear of controversial political matters, Prime Minister John Howard said Jeffrey's experience meant he was entitled to express his view. Howard, a staunch US ally whose government has 900 troops to Iraq, said Jeffrey was not questioning the success of the campaign. "I don't think he was suggesting that it wasn't going too well," he told Southern Cross radio. "And I would defend the right of the governor-general as a former, very distinguished, decorated soldier, he won the Military Cross in Vietnam, he is a former commandant of the SAS, I think a bloke in that situation with that background surely can, at a military dinner, express a view about the tactical aspects of counter-insurgence in warfare." There is a possibility that he could be elected as VP, as the 22nd ammendment refers specifically to election to the presidency and the 12th refers to qualifications to serve as president. It is a subtle difference that has not been tested. From the 22nd: "No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once." From the 12th: "But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States."
