Bling bling. From what I have observed over the years, black poverty is not so much a result of the welfare state, as Scot maintains. I think that it may be the opposite: the welfare programs grew as a result of the cultural issues that you allude to above. Problem is, what do you do about it? Most welfare programs were designed to care for *children* ... and that is the horrible bind that we are in with respect to welfare reform. When you cut people off cold turkey, you cut off children who need to eat. Reagan's welfare queen image was just bullshit. The answer is job training, employment opportunities and child care ... What I have seen is that there is a very real and widespread sense within the black community that it is difficult to the point of impossibility to be successful within the system that exists in this country, because of the sense that the deck is stacked against them due to racism. I think that all black people are aware of this, but have internalized it to varying degrees. Some have given up, and some actively try to beat a system that they feel has nothing for them. Those are either the welfare folks, or the criminals. Even black people who are successful within the system may have lingering doubts that their case is exceptional--they made it in spite of the system, not because of it. And most of them get reminders on a daily basis not to take anything for granted. If this is going to change, it has to change from within the black community, with the support of white folks.
