I am a GIS analyst with the City of Chicago.  A product called ArcPad from a
company called ESRI www.esri.com

works very well with windows ce devices.  There is also a small GPS unit
from the Trimbel company that can  be used with the device.  It retails for
under 500.00  Don't quote me on any of these prices.  The accuracy of the
GPS unit isn't that great but it might not be bad for the dollars.  I am in
the process of reviewing these products for our department. If I find out
any additional info I will forward it to you.
