The project has profound human rights implications for the Pehuenche, an indigenous group that has been well known to scholars since Darwin's voyage of the Beagle. =20 The development project was begun with financing through the International Finance Corporation, a unit of the World Bank Group, in concert with a Chilean company. It has led to the construction of a dam on the B=EDo-B=EDo River with the expectation of several more dams to come, and it has violated the human rights of the Pehuenche peoples residing in the affected area. A second dam, which we believe will be begun soon, will result in further, substantially larger violations. The report was prepared by the Committee for Human Rights and constitutes a briefing document that informs the letter below, sent by the president of the American Anthropological Association to President James Wolfensohn of the World Bank Group. The letter is one of many which, together with other measures are intended to effectively intervene in this very serious situation.
