Who will own (control) the YRBS data collected at the schools that participate at the local level (that is, that are not a part of the state sample)? The state? the school? the LHJ? Will schools have the opportunity to have their data NOT released? If so, would the data be withheld altogether or would it be released in the county aggregate?
