It will probably take at least 1 year before she is approved and can provide a green card. The son has been given and alien number and work permit but that does not make him a permanent resident. He needs a green card to be eligible for in-state residency and it sounds like he is in the process too. It will most likely take 1 year from the date they filed before they are approved for their green cards. Mom has not sent a copy of her Resident Alien Card. Does the stepfather's being a resident/citizen count. .
