It prohibits public schools from teaching any information that "sanctions" homosexuality or bisexuality. WE all know that such vague language could also get extended to fire openly gay teachers or prevent harassment of gay youth. At this= =20 point, I'd like to share the text of the OCA ballot measure, including some= =20 comments following it by Barbara Willer, and then keep you posted about the= =20 training as I go through it. I think this is/could be an issue that affect= s=20 all of us, and I hope you're interested in hearing about this, and possibly= =20 working to defeat it, should the need arise. Certified Ballot Title:=20 Prohibits Public School Instruction Encouraging, Promoting, Sanctioning=20 Homosexual, Bisexual Behaviors =20 AN ACT: Relating to the instruction in ethics and morality. =20 Referred to as the "Student Protection Act" =20 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OREGON: =20 Section 1, ORS 336.067 is amended to read (new section): =20 (e)Sexual Orientation as it related to homosexuality and bisexuality, is a= =20 divisive subject matter not necessary to the instruction of students in=20 public schools. Notwithstanding any other law or rule, the instruction of= =20 behaviors relating to homosexuality and bisexuality shall not be presented = in=20 a public school in a manner which encourages, promotes or sanction such=20 behaviors. Section 2. ORS 659.155 is amended to read (new section): =20 (1) Any public elementary or secondary school determined by the=20 Superintendent of Public Instruction or any community college determined by= =20 the Commissioner for Community College Services to be in noncompliance with= =20 provisions of ORS 336.067 (e) or ORS 659.150 and this section shall be=20 subject to appropriate sanctions, which may include withholding of all or= =20 part of state funding, as established by rule of the State Board of=20 Education.=20 Barbara's comments: You can imagine that the language would get a lot of support among people= =20 who, while they may be increasing their basic comfort with gays, are still= =20 very vulnerable to the message (crammed down their throats by the right) th= at=20 homosexuality =3D pedophilia. And many of you may recall that the largest= =20 chunk of Yes on 9 supporters back in November of '92 turned out to be paren= ts=20 of school-age children. =20 Given the very low signature threshold we do expect the measure to make it = to=20 the ballot. =20 Since 1992 and 1994, there has been a significant population shift in Orego= n.=20 When you combine that with the popular perception that the OCA (who?) is= =20 dead, we have a lot of voters now in the state who have limited history wit= h=20 the OCA. Our work, now, is to encourage voters not to sign the measure and= =20 to line up supporters - especially those who might have a relationship with= =20 the schools. (Now is the time to pick up the phone to a friendly school=20 board member and just talk about this - soon we will need their endorsement= =20 on why this measure is foolhardy but for now let's just make sure they know= =20 what is going on. The calls that I have made to school board members have= =20 been really appreciated.
