Before any limits can be imposed, the government must prove a valid conservation objective and all sports and commercial harvests must be suspended. This principle is enshrined in recent land claims agreements in northern Canada. The issue of whether harvesting of bowhead whales can be resumed has been hotly debated between government agencies and Inuit. to that end, a traditional knowledge study of bowhead whales will be undertaken pursuant to the Nunavut Final Agreement.
