The gurus at System Internals have a capslock-to-ctrl swap program for
win95/8 at:
http://www.sysinternals.com/c2cap95.htm. I thought they used to have one for
NT, but it isn't listed; I've written them about it.

They also state that TweakUi (MS) will do this, but I can't find it on my
current TweakUI (nt or 98).

Take a moment to look around--these guys are genius programmers, and many of
their free utilities are fabulous problem solvers.
