Kellogg Foundation's Devolution Initiative. Since 1996, the DI has supported organizations that have responded to health and welfare issues created by federal social policy changes such as welfare reform. The Scholar Practitioner program, part of the DI, will create a small research team to perform services requested of them by state and local org involved in health and welfare issues in Washington State. The goals of the program are to: 1. build research capacity at local levels 2. stengthen links between policy analysis and community mobilization 3. build a resource of researchers of color The research team in Washington will be composed of one mentor, two research fellows, and one community organizer. The mentor in Washington will be Dr. Hubert Locke, professor at the UW School of Public Affairs. The scholar/researcher and organizer position are approximately half-time and will be compensated with a $20,000 stipend. The selection of scholar/researchers will emphasize scholars of color who are enrolled in degree programs. The selection of the organizer position will emphasize organizers of color. The research team will begin in Sept or Oct 99.
