That is a terrible story and the student is probably worthy of exemption, but there is no provision in the law for such things. I have had a couple of situations where someone was re-located to escape domestic violence, for instance, and could find no way to help them. She married a Washington resident in August. He planned to go to Montana where she was in school. A family situation has changed these plans. Her husband now has to stay in Spokane to help care for his uncle. The husband's uncle was in an accident and sustained severe brain damage. The victims brother is the legal guardian but had to move for business reasons and has asked his son to help the grandparent's (in their 70's & 80's) to care for his brother. The student has requested an exemption to be considered in state due to circumstances that were not in her control. Is there anything out there for such an exemption? .
