Our AG's Office anonymously received a copy of Idaho vehicle registration for a currently registered 47 year old grad student. When I looked him up, he had listed P.O. Box in Pullman for an address, and his phone number was an ID number. So, I sent a letter and a questionnaire stating that there was a question about his residency and asking him to complete the form. After two letters and some delay, so that we are now 6 weeks from the end of the semester, he brings in the completed questionnaire. He has been a resident of WA since 1982 EXCEPT for nine months when he moved to Moscow, ID. (He claims he signed a 12 month lease in Moscow, but returned after 9 months.) While living in ID, he registered his vehicle and obtained a driver's license. He moved back to WA and has a lease dated January, 1998 to the present. However, he only re registered his vehicle and obtained a new WA driver's license, and voter registration March, 1999 (after receiving my letter). He provided a Seattle area voter registration from 1992. The Idaho telephone number is a message phone type service, which he claims was the cheapest he could find in the area. Is this a temporary sojourn even though he changed documents to Idaho, and WAITED TWO YEARS to change them back? It is not really a matter of falsifying information, because when he completed an application, he was a resident. And, if we had not received the anonymous information, we would never have known any difference. Ah the joys of living on the state border. What do you think?
