While in California he applied for a loan to purchase a car and was told to get a CA driver's license in order to be considered for the loan. He has been classified as a non-resident for tuition purposes. I see no way around it because he acquired a CA driver's license. Is this correct? For future reference, had he not acquired a CA driver's license, though away for five months, would he have been considered a resident because he still had his WA driver's license? Thanks!
