Refugees do not have to apply for their green card, there is no penalty if they do not. They are eligible to apply after one year, but not required to! The refugee stamp is an immigrant visa which means they are admitted here with the intent to establish permanent residence. This intent has been approved by the INS and recognized by our attorney generals. Their is a memo to this effect in the Residency Handbook, appendix 15. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Virjean H.
