We just got back from a state meeting with the Census.  It does not look
like they will be creating a lookup for the 2000 census.  They were
really pushing users towards the American FactFinder.  [A frustrating
place because it is slow and crashes often].

Also, try www.geographynetwork.com for the shapefiles.
