The seminar speaker is Dr. Robert Chandler, Seattle Public Utilities Senior Environmental Analyst working with the City's stormwater management programs. Robert Chandler graduated from the University of Washington in 1980 with a Bachelor's degree in Mechanical Engineering and served ten years in the U.S. Navy as a nuclear submarine officer. He returned to Seattle and entered graduate studies at the UW in 1991, completing his MSE in 1993 and Ph.D. in Civil Engineering in 1995. The title of his presentation is: "How Clean is Clean?" The Clean Water Act requires large jurisdictions to have a permit to discharge stormwater. The first municipal stormwater permit was issued in Washington State in 1995 and the contents of the next permit are now being formulated. The Department of Ecology, jurisdictional permittees, environmental advocates, and a host of other stakeholders are now grappling with the question of just how clean stormwater must be before it should be allowed entry into waters of the state. Hear how technology, bureaucracy, science, politics and practicability collide in urban stormwater runoff with a special guest appearance by the Endangered Species Act.
