An ascii text file of the report but not the options table is included below for those unable to access the attached files. ************* DRAFT ASSESSEMENT REPORT Contemporary and Future Need for a Center for Streamside Studies There continued to be a perceived need for a program such as the original CSS to assist in riparian management issues: 1. no other group has filled this need over the past years 2. CSS is uniquely positioned to provide the research and educational programs that are needed 3. there is a need for a group like CSS to play an active role in technical assistance in the TFW 4. process of conflict resolution Future Mission of CSS Maintain focus on fish and wildlife ecology in forested riparian ecosystems but encompass lowland systems with agricultural and urban influences: 1. expand beyond state and private forest lands to include federal lands 2. Increase attention on eastside areas of state 3. expand to watershed or ecosystem level approach 4. include broad range of disciplines (eg., geomorphology) with emphasis on relationship of land management activities to water Stronger links need to be established with other UW programs, such as the Center for Urban Water Resources. With additional support the Center could expand its role to assist in synthesis of scientific information required for conflict resolution: 1. provide synthesis of state of knowledge in areas of resource management conflict 2. convene panels of experts to define areas of unknowns and ramifications of management options based on state of knowledge 3. prepare "white papers" on results of technical review of an issue Continuing Education and Information Transfer Program Needs The Center's CE program was formerly a very big contribution of CSS. All parties recommended restoring the CE program. Continuing Education Events 1. primary focus should be dissemination of current research results 2. programs on research results that can be applied to operational management 3. less emphasis on large, more academic symposia 4. develop short courses for mid career training with possible credit 5. public outreach Information Transfer 1. publish abstracts from the Annual Meeting 2. establish a web site to and home page on world wide web 3. expand the newsletter to include more in formation and more comprehensive detail on current research projects Research Program Needs The Center is uniquely positioned to conduct Third party. research with the integrity to be widely accepted. The Center needs to establish a balanced research program 1. that integrates internally-initiated basic research that fits its academic standing 2. with applied research that is in response to constituency such as TFW CSS needs to refocus 1. on mission oriented, applied research 2. on research that addresses emerging and long-persistent issues 3. on research that addresses regional needs Specific research needs are being defined by TFW CMER, the Riparian Areas Research Cooperative, and others: 1. CSS needs to be in communication with these groups 2. The success of the research program is perceived to be dependent on the willingness and ability of the CSS director and faculty to actively communicate with those elucidating research needs (e.g., the TFW program through the CMER committee) The results of current University research projects are not being adequately communicated to decision makers and resource managers 1. research results should be coordinated with CE events 2. the newsletter could be used store effectively to disseminate research results Future Agency and Industry Participation in and Support for CSS Programs External agencies, industries, environmental and other constituencies expect the University to demonstrate commitment to the Center before external funds will again become available (e.g., administrative support for the Center). Continuing Education Program Support Agencies, land managers and others expressed a strong interest in the continuing education programs of the Center, such as the: 1. newsletter 2. annual meeting 3. CE workshops and seminars Participants are willing to pay the actual cost of these events, and would encourage the development of more take-home written materials, As such the CE program should not require additional external funding. Research Program Support The research program was consistently listed as a high priority program, and there is still external financial support for research coordinated by the Center: 1. research support is given directly to the individual faculty for specific projects 2. little money is given to develop research programs or recruit students 3. some land managers and agencies still have the perception that the Center and the University have the ability to undertake research without additional external funds Administrative Program Support At this time, support of the administrative functions of the Center is considered by most individuals interviewed to be the responsibility of the University. The Center needs to demonstrate relevance and accomplishments before the agencies and land owners will be willing to contribute to administrative program or support the Center in requests for funds to the legislature University Faculty, Staff, and Student Interest in CSS There is continuing high interest by faculty, students and staff in riparian and streamside management issues: 1. attendance at CSS sponsored events has been persistent 2. faculty have actively participated in the assessment of CSS's future 3. large numbers of high quality graduate applications with emphasis on streamside Issues have been received There are institutional and disciplinary barriers to effective interdisciplinary programs such as CSS 1. faculty feel that the rewards system for interdisciplinary and intercollege efforts in research, teaching and out-reach do not exist 2.greater incentives need to be provided by the Deans to encourage the faculty to participate 3. the UW administration could help by providing administrative costs of staff to work with TFW and other outside groups to develop research opportunities Desirability of Degree Programs in Streamside Management Two distinct views were expressed regarding degree programs and the need for breadth versus depth in employees being sought by agencies and land managers Majority response: 1. an interdisciplinary undergraduate degree program is not needed for resource managers 2. resource managers need disciplinary depth and expertise expanded sensitivity to other disciplines is needed 3. existing graduate degree program are adequate for interdisciplinary studies Minority response: 1. an interdisciplinary undergraduate degree program is needed for tribes and regulatory agencies with limited personnel 2. increased interdisciplinary breadth with loss of disciplinary depth is a reasonable tradeoff Adequacy of Existing Coursework Current academic courses offered by the various University units are considered to be adequate for graduate and undergraduate students interested in streamside and riparian management Issues: 1. the Center should prepare lists of recommended classes by discipline for use in advising students 2. the Center should review various degree options and provide course guidance for interested students While existing course work is adequate, there is a desire to have more truly integrated, interdisciplinary classes: 1. land managers and agency personnel have expressed the desire for these classes for majors in forestry, fisheries, and wildlife majors 2. the classes would expand the understanding of each of these disciplines for the resources addressed by the others 3. incentives are needed for the faculty to participate in such team teaching Relationship of CSS and ONRC Many individuals interviewed were: 1. not familiar with the programs of Olympic Natural Resources Center or 2. did not consider them to be a substantial convict win the programs of CSS Several that were familiar with ONRC's recent Riparian Areas Research Cooperative noted that CSS should be an active participant in the program to 1. assure that the programs are compatible and 2. assure that programs do not overlap in geographic coverage or compete for limited funds. There was no recommendation to combine CSS and ONRC. Governance of CSS Administration of CSS The administrative home of the Center was generally not an issue of concern with the external parties 1. the administrative home was less important than the accomplishments of the Center 2. the administration of the program by College of Forest Resources was thought to have some advantages All agreed that CFR and COFS should initiate a process to formally include other University colleges and programs into the Center Director The was consensus on the following characteristics that were considered important for a director of the Center: 1. strong vision of the potential and role of CSS in the Pacific Northwest 2. a strong academic background in some relevant aspect of applied riparian or streamside ecology and management 3. an established record of research and publications 4. an interest in taking a coordinator/manager role in resolving resource management issues 5. a willingness to spend time communicating with constituents and participating in the TFW and other resource management forums 6. respect of all parties involved in the Center Advisory Boards Effective advisory boards need to be convened to assist the Center 1. the boards need to have a clearly stated mission and operational guidelines 2. the boards need to be composed of individuals with time and interest in the specifics of the Center (e.g., mid-level managers vs. agency directors or company CEOs) 3. the board members need to feel that their advice is taken in good faith as constructive criticism 4. the boards need to meet regularly 5. the boards might be more
