I have a student whose parents worked for the DOD as school teachers overseas (Germany) from August 1996 until they returned to Washington in June 1999. It's likely that they can't "establish residency" overseas and thereby negate their Washington residency, but they should establish that they did, in fact, have Washington residency before they left and have maintained ties to Washington, right? What kinds of things can they provide, since it's been 3 years? And how much weight should their own written statements carry? Thanks for your help.
