A year ago she changed her driver's license, etc., and had Dad quit claiming her on the tax return for '95. Now she wants residency for Fall 96 since Dad has been transferred out of the state. Hey, I guess that in the case of children of military, we're going to require proof each quarter that they're claimed as a dependent. But on the other hand, the military folks told her that even though Dad doesn't claim her, she qualifies as a dependent (for health coverage and other military benefits) as long as she's in school and under 24 years of age. RCW 28B.15.012 (2) (e) says that a student who is the spouse or a dependent of a person who is on active duty stationed in the state shall be called a resident for tuition purposes. Would you describe "dependent" in this law the way IRS does it, or the military? Would you say we'd have to revoke residency from her for Winter and Spring quarters since she wasn't claimed for 1995?
