I am sorry but I don't have time right now to find you the reference, but it is in the residency handbook. If either parent is a resident of WA, the student is to be given resident status, even if he or she lives with the nonresident parent. I am afraid you are going to have to refund some money on this one. :( On the first military question, the spouse does not gain residency by the military person having it. Residency is not effected by marital status. On the second military question (home of record in Arizona vs. documents in WA), I agree that the documents are more important IF a couple of things are also established. One, be sure that they are not taking the military exemption from excise tax on their car registration. They have to not only be registered in WA, but no be taking that exemption because they sign a statement when they get the exemption which declares that they won't vote in the state, etc. Second, it is important to find out which is his tax-base state. If his wage and earnings statement is filed for Arizona and he gains thereby a tax break or other kickback (as in Alaska), that negates his other actions toward WA residency. As far as home of record, one thing that can change it is getting out, establishing residency, then re-enlisting. In that case, the new home of record would be listed. Finally, I am confused about Joe's statement that physical presence is not required for military. Unless you are talking about qualification for the military tuition waiver, Joe, I think you are mistaken. Military have to have the year's presence for residency just like non-military. .
