It's especially tough when they've changed both their driver's license and vehicle registration. But if their home of record is Washington, they're registered to vote (I consider that one critical, because if they vote in another state, I would never give it to them), own property, (or one of the other items you mention), AND they can justify having the out-of-state driver's lic and veh reg, then I'd call 'em a resident.
