The fact that they only run under windows is purely due to market share, and the unwillingness to release specs on how the modem works (as to lose trade secrets). To answer the original posters question, I have that exact modem in my toshiba. It does not work under linux. Buy a pcmcia modem, or wait untill they release drivers. .
