If that's the case, I would consider it from this perspective: What if they were assigned to France or Taiwan? Would regard it any differently? Because of our proximity to Canada, we often treat it as though it were another state and not a foreign country. If they still vote in Washington, I'd classify the kid as a resident. It was fun putting names with faces. So, anyway, back at it. Here is my question. I had a talk with a mother of a student that will be coming to CWU this fall as a dependent student. His mother works for the Federal Government in US Customs. They are all US citizens, but living in White Rock BC. They have their bank accounts in WA, they vote in the US, file federal income tax (not WA) and is paid in US dollars. Here's the catch, they own a house in Canada, their car is registered in Canada and have Drivers licences in Canada, except for their son who is currently living in WA and has his licences in WA (I know this doesn't count). The mother told me that Canada told her she was required to have her car registered in BC and have a drivers licences in BC. She works in the US. If they moved back to the US and changed their drivers licences and rented would that change anything? They are considering this.
