I can not comment in great detail on the legislation and its a) enactment and b) ammendments. The ESA does not apply to New Zealand wildlife. Section D of the paper tracks the 1966 Endangered Species Preservation Act through to the changes in 1988 to the ESA. The other issue is how the ESA interacts with the plethora of other federal and state legislation.
