If she had an = Oregon state driver's license, worked there while going to school and = filed an income tax there, would she lose WA state residency? It's never = clear to me. I have a student in similar situation but he was paying out = of state tuition and was in another state for only one semester. If everything indicates that your student maintained all ties with WA and = did not take any steps to establish her residency in Oregon, I would = classify her a resident in WA. As a U.S. citizen living in another = country she should not have lost her residency in her resident state. = It's late today and I'm not sure I can think any more.
