The Social Policy Group of IUCN-The World Conservation Union is coordinating a project to develop guidelines for Ramsar Contracting Parties on local and indigenous people's involvement in wetland management, as called for by Recommendation 6.3 of the Ramsar Convention COP6 in 1996. In cooperation w ith WWF, the Kushiro International Wetlands Centre (Japan), and the Caddo Lake Institute (USA), the Social Policy Group has undertaken a global study of community-based management practices, with the ultimate aim of developing action-oriented guidelines on local participation in wetlands management for presentation, discussion and adoption by the Ramsar Parties at COP7 in May 1999. The draft guidelines are based upon over 20 new case studies from around the world, as well as upon the literature and a number of workshops over the past year, and in the end a reference work, including the guidelines and case studies, will be part of the project's output. Draft texts of the COP decision and annexed guidelines are now ready for public review, and Alex de Sherbinin, the project manager, has asked that we post them on the Ramsar Web site for public comment and reaction. You can find them, with his introductory note, at http://ramsar.org/key_involving_draft_index.htm. We will have Spanish versions there as well in the next day or two.
