She hasn't lived there in years and hasn't voted in years either (in any state). She is trying to surrender her card, but doesn't want to register to vote in WA. If she does surrender her card and gives me proof that she did it, when would I start the one year? With the surrendering of her card or when she changed over the rest of her documents? I should tell you, she did move here to go to school and has been here since last June.
