The difference can put the tuition out of reach for the average independent student trying to pay on their own. The J-1 visa is not a student visa, so I don't think the student should be coded as an international student or pay international rates. The student should pay non-resident tuition until she receives her permanent resident card (or I-94 stamp). As for Joe's question, Whatcom's international rates are the same as non-resident rates. Hello, I have a student who originally came to Washington on J1 visa (exchange student) in Aug 2002. She stays in Washington and leases a house - obtains 'right to work status' (soc sec card) - gets a drivers license - gets married and applies (pays fee) for permanent residency. She has held a job, purchased a vehicle and opened a bank account. She has done all of this before Sept 2003. (She does not attend school during this time - it appears she used the visa to leave Russia) Now she waits for her green card and wants to continue with school. I have proof of residency application and copy of money order to INS. Can she qualify for non-resident tuition vs. international tuition while still holding the J1 visa? Thanks for your input Leslie .
