A large number of HPSAs are defined in terms of Minor Census Divisions (or variants thereof). However, much of the data they are using in their analysis is compiled at the census tract level. Does anyone know of a source for translating MCD identifiers to census tracts identifiers. I realize this is not always a straight forward proposition since in most cases MCDs are made up of one or more tracts, however in some cases tracts include more than one MCD. These folks are actually not working in a GIS system but rather with statistics software and so they are looking for a file/database or some other similar source that can be used to establish these equivalencies.
