He was speaking in Gaborone, Botswana, during the sixth anniversary commemoration of SADC. Mbuende said the establishment of the SADC's free trade area was "a matter of urgency". He said the free trade would contribute to the creation of 5 million jobs in the short term and add $2,6 billion to SADC's regional gross domestic product. Negotiations for the SADC's ambitious plan to free trade exchange are under way. (Business Day) SADC AGREES ON FREE-TRADE PLAN Members of the SADC have agreed on an ambitious plan that will see SADC freeing 90% of intraregional trade within eight years. Addressing a news briefing in Pretoria on 19 August 1998, Mfundo Nkuhlu, the chief director in charge of African trade relations at the SA trade and industry department, said SADC member states had also agreed not to "arbitrarily exclude" any products from the proposed free-trade deal. Any exclusions would have to be motivated so that products coverage of the free trade would meet World Trade Organisation (WTO) requirements. Although the WTO does not say how much trade has to be covered by free trade arrangements, it does say that such schemes should cover "substantially all trade" between contracting partners. Nkuhlu said the offer of the Southern African Customs Union (SACU) would cover about 93% of products the union traded with fellow SADC members. In sensitive sectors, like sugar and cares, special protocols would be negotiated to attract investment into these areas ahead of full liberalisation, Nkuhlu said. In terms of the principles agreed with SADC negotiators, SA would liberalise its markets faster than other partners in the region. With the euphoria surrounding the National Qualifications Framework starting to subside to a slight buzz and stakeholders indicating that the NQF is just another structure that will not actualise, the HRD Extra Curricular unit at RAU decided to practice the pro-active values it advocates. The unit, which traditionally has been responsible for presenting the Certificate and Master Certificate in Training and Development, has redesigned their curriculum to meet the national Education, Training and Development (ETD) information released by the ETD Practices Project in May 1998. Part of the transformation process is to ensure that it realigns itself with international benchmarks, the South African ETD model as well as meeting the new demands on industry - its primary client. The process of redesign has been consultative - in that valuable inputs have been gathered from a variety of industries, present and past students, local and international institutes and regulatory bodies. With the launch of its new model for tuition and curricula, RAU aims to take the lead and give direction with the first implementation of a curriculum based on the research information from the ETD practices project. This provides learners with a solid pathway to career progression in ETD nationally and internationally, and employers with an example of a functional application of the national ETD model which directly links to the NQF. In essence the new model of tuition and curricula reflects the values of the NQF, the spirit of the RDP and is embedded in the ethos and character of RAU. It has been designed to meet the requirements of SAQA as well as the criteria of the proposed ETD practitioner model of South Africa yet it has taken international standards into account. The model achieves the above through two levels of qualifications aimed at NQF levels 4 to 6. These qualifications include a Certificate in ETD and a Diploma in ETD Practice. Each of these qualifications consists of stand-alone modules based on the proposed unit standards of the Phase 4 report of the ETD Practices Project. The learner can therefore choose to achieve a full qualification or opt for the module most suited to his/her needs at a level that is most appropriate to his/her contextual understanding and occupational expertise. The HRD Extra Curricular unit at RAU has long since realised that the method of tuition and instruction should be flexible to accommodate its learner profile. This issue is ddressed by providing all new qualifications in a distance education format. The learner's competence at module or qualification level will be assessed through the independent Centre for Assessment. This centre can also be approached for the recognition of prior learning. Once the learner has achieved his/her certificate(s) of competence, he/she will be able to register with both local and international bodies. Successful learners who meet the criteria as specified by SAQA will also gain access to the Department's HRD Honours Degree Programme after additional credits have been obtained. This ensures that there is no academic glass ceiling for students. An exciting "add on" to the curriculum is the inclusion of City & Guilds standards as part of the module content. City & Guilds is an independent organisation that awards certificates for achievement of standards rated on the British NVQ. This allows students to gain an international qualification whilst busy with their RAU studies. Ambitious students who are prepared to go the extra mile could enrol for the City & Guilds exams for the International Certificate in Training skills or the International Diploma in Teaching and Training.
