She stays in Washington and leases a house - obtains 'right to work status' (soc sec card) - gets a drivers license - gets married and applies (pays fee) for permanent residency. She has held a job, purchased a vehicle and opened a bank account. She has done all of this before Sept 2003. (She does not attend school during this time - it appears she used the visa to leave Russia) Now she waits for her green card and wants to continue with school. I have proof of residency application and copy of money order to INS. Can she qualify for non-resident tuition vs. international tuition while still holding the J1 visa? Thanks for your input Leslie .
