Sincerely, Jason -------------------------------------- TO: ASUW Office of Legislative Affairs/Washington Student Lobby FROM: Concerned student groups on UW campus RE: Legislative agenda 1996-97 DATE: October 10, 1996 To whom this may concern: In the interest of maintaining equality and promoting a diverse university community, we, the concerned student groups on campus, would like to request that the following items be included in the ASUW 1996-97 legislative agenda: I. Support extending health insurance spousal coverage to same-sex domestic couples of undergraduate and graduate students. All members of the university community should be able to enroll their same-sex domestic partner as a dependent on their health insurance plan. This is an equity issue: gay and lesbian students in long term relationships have the same emotional and financial needs as married students. As UW students, they should have the opportunity to purchase coverage via the same plans available to married students. Both the Accident and Sickness Insurance Plan and Graduate Appointee Insurance plan should define registered domestic partners as equivalent of legal spouses and hence eligible for the same benefits. II. Support extending UW's married student housing to same-sex domestic couples. Same-sex domestic partners of students should be able to qualify as spouses when applying for married student housing. Because gay and lesbian couples cannot be legally married in Washington, they are unfairly excluded from family housing. The housing policy should be revised to allow registered domestic couples to apply for UW family housing. III. Support revising Executive Order 31 (1983, President Gerberding) to include sexual orientation in all policy applications section of the university nondiscrimination policy. The University's nondiscrimination policy distinguishes between its policy statement and the application of the policy. Sexual orientation is clearly treated unequally comparing to race, color, religion, national origin, age, handicap, veteran status, and sex. Sexual orientation was omitted from several application sections including, but not limited to, the UW facilities operations. The nondiscrimination policy in its existing form offers no protection for gay and lesbian students on campus since even the use of the facilities may be subject to discrimination. We support the inclusion of sexual orientation in the following application subsections: 1. Paragraph 5, on operation of university facilities 2. Paragraph 6, on contracting with firms with nondiscrimination policies 3. Paragraph 7, on cooperative agreement with organizations with nondiscrimination policies In addition, we would like to request that the following be included in the ASUW positions statement: The ASUW is in support of extending all spousal benefits including, but not limited to, health insurance to domestic partners of university faculties and staffs Sincerely, GBLC, CampusQ, Pride Dawgs, BOHGOF, Stonewall, LEGALS .
