He started full-time work in August 1997 but also registered for more than 6 credits: fall 97 (8 crs), winter 98 (5 crs) & spring quarter 98 (13 crs). Does the presumption exist or is it negated by his full-time work record (which I have verified with his employer)? The next question: the student didn't change to a WDL until 1/98, MV Reg 5/98 and Vot Reg 8/98. He has a one-year lease agreement dated 8/98 and full-time employment verification with a start date of 8/98. When does he become a resident? I apologize if these questions seem elementary, but I think I'm having trouble with the residency law itself--I'm having difficulty "buying" some aspects of it (I know that shouldn't matter, but it makes it hard to explain the law to students when it sometimes doesn't make sense to me...) A lot of these cases seem to stem from the fact the students don't change their DL's and MV Reg until the old ones expire. Do you "advertise" up front about the steps required to become a Washington resident (changing DL within 30 days, etc)?
